Course Overview

Housing Opportunities Through the Modernization Act (HOTMA) was enacted in 2016, but HUD deferred it until 2023. The final rule was issued on September 29, 2023, and the original implementation date was January 1, 2024. Due to computer issues, the implementation date was delayed until January 1, 2025, and then until July 1, 2025. HOTMA applies to all federal housing programs.

On July 1, 2025, Rural Development implemented HOTMA for the 515 program. In 2025, most states implemented HOTMA for the Tax Credit program, HOME, and Trust Fund, but it was still optional in many states until the final implementation date set by HUD, which is now January 1, 2027.

The Spectrum HOTMA class covers every change brought about by this legislation and incorporates 5.609 regulations with the HOTMA law and gives a detailed overview of assets, income, and allowances. The reference book is color-coded to show regulations that stayed the same when HOTMA was implemented, regulations that will expire, and the HOTMA law changes that go into effect.
